Established by an Act of Parliament


The Institute of Certified Public Accountants of Somaliland (ICPAS) was established under Law No. 75, the Public Financial Management Act. In addition, the Accountants Act Bill—designed to further strengthen the regulation and oversight of the accountancy profession—is currently in the final stages of enactment.

ICPAS serves as the statutory and professional body responsible for setting professional standards, certifying accountants, regulating professional conduct, and strengthening financial accountability and transparency across Somaliland’s public and private sectors.
