1. Acceptance and scope

This website is operated by the Institute of Certified Public Accountants of Somaliland (ICPAS). By accessing or using the website or an ICPAS online service, you agree to these Terms of Use. If you do not agree, you should not use the relevant service.

Additional rules or conditions may apply to particular services, including qualifications, examinations, membership, practising certificates, CPD, events, publications, payments and e-learning. Where specific conditions apply, they form part of these terms for that service.

2. Status and accuracy of website information

ICPAS takes reasonable care to keep website information clear and current. However, website content is generally provided for information and guidance and may be updated after publication.

Applicable legislation, ICPAS regulations, examination rules, approved policies, official application documents, published notices, formal correspondence and individual decisions take precedence over a website summary where there is any difference.

Candidates, members and applicants should confirm current eligibility requirements, fees, deadlines, examination arrangements and supporting documents before taking action.

3. Permitted and prohibited use

You may use the website for lawful personal, educational, professional and business-reference purposes. You must not:

  • use the website for unlawful, fraudulent, misleading, defamatory or abusive activity;
  • impersonate another person or misrepresent your identity, authority, qualifications or professional standing;
  • attempt to gain unauthorised access to an account, system, record or restricted service;
  • introduce malicious code, interfere with website operation or circumvent security controls;
  • collect personal data, scrape restricted content or use automated access in a way that disrupts the service or infringes rights;
  • alter certificates, verification results, notices or ICPAS materials or present them in a misleading context; or
  • use ICPAS's name, logo or content to imply endorsement, accreditation or approval without written permission.

4. User accounts and information you submit

Account security

Where a service requires an account, you are responsible for keeping login details confidential and for activity carried out through your account. Notify ICPAS promptly if you believe an account or credential has been used without authority.

Your submissions

Information and documents submitted to ICPAS must be accurate, complete, lawful and not misleading. You must have authority to provide the information and must not upload material that infringes another person's rights or contains malicious content.

ICPAS may request clarification, supporting evidence or identity verification and may reject, suspend or refer a submission where information appears incomplete, inconsistent, altered or improper.

5. Applications, bookings, decisions and payments

Submitting an application, support request, examination entry, event booking or other online form confirms receipt only. It does not by itself constitute acceptance, registration, certification, membership, approval, authorisation to practise or a favourable regulatory decision.

A decision or entitlement becomes effective only when confirmed through the applicable ICPAS process. Fees, payment deadlines, refunds, transfers, rescheduling and cancellations are governed by the specific rules or notice applying to the service concerned.

Users are responsible for checking the accuracy of a submission before sending it and for retaining relevant confirmations and payment evidence.

6. Intellectual property and use of content

Unless otherwise stated, the website and its text, design, graphics, logos, publications, learning materials, databases and other content are owned by or licensed to ICPAS and are protected by applicable intellectual-property rights.

You may view, download or print reasonable extracts for personal study, research or professional reference, provided the content is not altered, ICPAS is acknowledged and any stated restrictions are followed. You may not reproduce, sell, license, distribute, republish or commercially exploit substantial content without prior written permission.

Third-party standards, publications, examination materials and other licensed content remain subject to the rights and conditions of their respective owners.

8. Website availability and limitation of liability

ICPAS aims to provide a reliable and secure website but does not guarantee uninterrupted, error-free or continuously available access. Services may be changed, suspended or unavailable because of maintenance, security, technical problems or circumstances outside ICPAS's reasonable control.

To the extent permitted by applicable law, ICPAS is not responsible for loss arising solely from reliance on an outdated website summary, failure to check an official requirement, unauthorised account use, third-party services or temporary service interruption. Nothing in these terms excludes or limits responsibility that cannot lawfully be excluded.

9. Privacy and personal data

10. Suspension, enforcement and changes

ICPAS may restrict or suspend access, remove content, cancel a submission or take other proportionate action where these terms, service rules, professional requirements or security controls are breached. Serious matters may be referred to the appropriate regulatory, disciplinary or public authority.

ICPAS may update these terms to reflect changes in its services, technology, professional requirements or applicable law. The current version will be published on this page with its effective date. Continued use after an update means the revised terms apply to subsequent use.

11. Applicable law

These terms are governed by the laws of the Republic of Somaliland. Any dispute relating to use of the website will be handled by the competent courts or authorities in Somaliland, subject to any mandatory legal requirement or applicable ICPAS regulatory process.
