ICPAS and ICPAR Commence First Joint CPA Examination Sitting

The first examination sitting under the ICPAS–ICPAR Joint CPA Program marks a major milestone in professional accountancy education and regional cooperation.

The Institute of Certified Public Accountants of Somaliland (ICPAS) and the Institute of Certified Public Accountants of Rwanda (ICPAR) officially commenced the first examination sitting under their Joint CPA Program in February 2026.

More than 100 candidates sat various CPA examination papers from 23 to 27 February 2026. The sitting followed the Memorandum of Understanding between ICPAS and ICPAR aimed at strengthening professional education and examination standards in Somaliland.

The inaugural sitting represents an important step in establishing a credible and internationally benchmarked professional examination pathway for candidates in Somaliland.

Government Support

The Accountant General of Somaliland, Mr. Hassan Musa Khalif, visited the examination center to observe the conduct of the examinations, underscoring government support for professional standards and public financial management reforms.

Dual Professional Recognition

Under the Joint CPA Program, successful candidates are expected to progress toward professional recognition through both CPA Somaliland and CPA Rwanda, strengthening regional professional mobility.

The first sitting therefore represents not only an examination milestone, but also an important step toward stronger institutions, harmonized professional standards, and sustainable professional development across the region.
