ICPAS to Support Professional Qualification Pathways for Somaliland's Public Sector Workforce.

A 24-month professional capacity-building initiative will support public sector finance and audit professionals to prepare for and pursue internationally recognized professional qualifications in accounting and internal audit.

The Ministry of Finance and Economic Development, through the Somaliland Enhancing Public Resource Management Project (SERP), supported by the World Bank, has awarded the Institute of Certified Public Accountants of Somaliland (ICPAS) a contract to provide professional qualification support for Somaliland public financial management personnel pursuing the Certified Public Accountant (CPA) and Certified Internal Auditor (CIA) qualifications.

The 24-month initiative is designed to strengthen professional competence across Somaliland's public financial management institutions through structured professional learning, examination preparation, and support for progression toward professional qualifications.

Participants were drawn from the Office of the Accountant General, the National Audit Office, and the Ministry of Finance and Economic Development (MoFED).

Certified Public Accountant (CPA) Stream

The CPA stream will support 38 candidates pursuing the CPA professional qualification through the relevant program levels.

The CPA program develops professional competence across areas including accounting, auditing, financial management, taxation, ethics, and other areas relevant to professional and public financial management practice.

The program also provides a public sector pathway at the strategic level, supporting the development of professionals with competencies relevant to the management, reporting, oversight, and accountability of public resources.

Learning and Tutorial Support

Tutorial and learning support for participating CPA candidates will be delivered through the ICPAS Learning Unit . The Learning Unit will coordinate structured classes, academic guidance, learning support, and candidate preparation throughout the program.

Certified Internal Auditor (CIA) Examination Preparation

The CIA stream will support 13 candidates preparing for the Certified Internal Auditor (CIA) qualification administered by The Institute of Internal Auditors (IIA).

The program will focus on structured examination preparation for all three parts of the CIA qualification, supported by guided tuition, appropriate learning resources, examination review materials, and candidate administration.

The preparation program is intended to provide candidates with a clear learning pathway for each part of the CIA examination, combining structured instruction, examination-focused preparation, and access to recognized review materials.

Structured CIA Preparation

Tutorial and examination-preparation support will be coordinated through the ICPAS Learning Unit , providing candidates with structured learning and focused preparation for each part of the CIA examination.

Role of ICPAS

ICPAS will coordinate implementation of the professional qualification support program, including candidate registration and onboarding, orientation, coordination with the relevant professional bodies, learning materials, qualification processes, program records, and communication with participants and sponsoring institutions.

The ICPAS Learning Unit will be responsible for the delivery and coordination of tutorial and examination-preparation activities under the program, including structured classes, academic guidance, learning support, and focused preparation for participating candidates.

Shared Responsibility for Professional Progression

The initiative provides participants with access to structured learning, examination preparation, learning resources, and professional qualification processes.

Candidates will remain responsible for their attendance, preparation, examination performance, professional integrity, and progression through their respective qualifications.

Participating government institutions will identify eligible personnel, facilitate participation where necessary, and administer sponsorship arrangements for their respective candidates.

Strengthening Somaliland's Public Financial Management Capacity

Through this initiative, ICPAS, the Ministry of Finance and Economic Development, SERP, participating government institutions, and the relevant professional qualification bodies will contribute to building sustainable professional capacity in public sector accounting, financial management, and internal audit.

The program is expected to strengthen professional competence, ethical practice, financial reporting, internal audit, assurance, and oversight, while contributing to improved accountability in the management of Somaliland's public resources.
